The Waimakariri District Council is one of the largest employers in the Waimakariri District and has become an employer of choice.
The Land Use Recovery Plan (LURP) took effect on 6 December 2013.
It is a statutory document that directs the Waimakariri District Council to make changes to its District Plan. Some of these changes have already occurred while others are to be developed by the Council and provided to the Minister for Canterbury Earthquake Recovery within specified timeframes.
It covers the metropolitan urban area of Christchurch and towns stretching from Lincoln, Prebbleton and Rolleston in the South to Kaiapoi, Rangiora and Woodend/Pegasus in the north, but does not include the areas known as Residential Red Zones or the area covered by the Christchurch Central Recovery Plan.
Before making any changes the Minister of Canterbury Earthquake Recovery will determine, in accordance with the Canterbury Earthquake Recovery Act, the level of community consultation required into consideration what has already been carried out, and considered whether the exercise of any power is in accordance with the purposes of the Canterbury Earthquake Recovery Act and if the Minister reasonably considers it necessary to exercise the power.

Environment Canterbury, in collaboration with the recovery strategy partners, is undertaking a review of the Land Use Recovery Plan. An initial consultation period runs from Thursday 30 April until Friday 29 May 2015.
A LURP Review consultation pamphlet outlines the purpose of the Review and how people can be involved in the process.
A LURP Monitoring Report has also been prepared to assist this process by providing up-to-date information on matters addressed by the LURP.

Action 12 directs the Waimakariri District Council to provide to the Minister for Canterbury Earthquake Recovery, by an extended date of 6 December 2014, any changes to its District Plan to the extent necessary to enable a range of community facilities within key activity centres. Written comments on Action 12 closed on Friday 17 October 2014. No changes to the District Plan were proposed.
