CCTV inspections of gravity pipelines are required for various applications across the Waimakariri District. These inspections help ensure pipelines and manholes meet Council’s technical and quality standards before vesting or acceptance.
CCTV inspections may be required for pre-construction investigations, post-construction compliance, programmed works, or reactive pipe condition assessments.

There are requirements for carrying out and providing CCTV inspection results to the Waimakariri District Council which are defined by the following specifications:

Required Deliverables
Information provided to the Council shall be as per the Waimakariri District Council CCTV Pipeline and Manhole CCTV Specification. Deliverables include:
- CCTV Inspection Summary Reports
- Inspection Video Footage
- Inspection Photo Files
- Inspection Data as per Import Template (templates linked below).
An inspection data template is provided for ease of importing into the software used to analyse CCTV data results (InfoAsset).
Data transfer
The Council uses Sharefile as a large file transfer system. To upload data, you will need to have a profile set up. Please contact the relevant Council contract representative to initiate this process.
Requirements for CCTV contractors:
- Carry out the CCTV inspection in accordance with the most recent version of the Waimakariri District Council CCTV Pipeline and Manhole CCTV Specification. This includes the appropriate pre-inspection and cleaning requirements.
- Log and score the survey to comply with the New Zealand Gravity Pipe Inspection Manual (4th Edition).
- Ensure that asset IDs and manhole IDs match those given on the as-built (or marked up) construction drawings. Your client should provide you with the correct plans.
- Ensure that information such as “setup” and direction of inspection are correct and don’t contradict each other.
- Ensure that the video inspection starts in the centre of the manhole. This means that the video needs to start inside the manhole. If this is not possible due to access issues please state this on the log sheet.
- Ensure that the first joint at the start manhole and the last joint at the finish manhole are panned and clearly visible on the video.
- Deliver documentation as per the specified deliverables to your client.
