Waimakariri District Council has accepted for public notification a District Plan change request from the Waimakariri District Council under part 1 of the first schedule of the Resource Management Act 1991. In conjunction with the Plan Change, a Notice of Requirement to designate the site for use of airfield activities has also been lodged.  Details of the Plan Change and Notice of Requirement are set out below.

PLAN CHANGE PC045

This change seeks to amend the District Plan provisions to provide for limitations on development within the proposed 55dBa Ldn noise contour lines and the Obstruction Limitation Surfaces associated with the existing and future use of Rangiora Airfield. The purpose of the plan change is to insert provisions into the District Plan to align Obstacle Limitation Surfaces with current runway lengths, and to require noise sensitive activities (new dwellings or additions to existing dwellings) within the 55dBa airfield noise contour to be insulated from aircraft noise, to prohibit noise sensitive development within the 65dBa airfield noise contour, and to require noise from aircraft operations to not exceed 65dBa Ldn outside the 65dBa Ldn airfield noise contour.

Notice of Requirement for Designation

The notice of requirement application seeks to designate the whole of the Rangiora Airfield site at 219 Merton Road Rangiora, being RS 38634 for airfield purposes, as well as the adjoining land within the 65dBA Ldn noise contour in other ownership. Addresses and Legal descriptions of the sites in other ownership are 172 Priors Road, Lot 5 DP 410643, 80 Priors Road, Lot 2 DP 426606, 207 Merton Road, Lot 1 DP 410643, Ashley River Riparian Area, Crown Land, 385 Lehmans Road, Pt RS 33396 and Closed road SO 5157.

Waimakariri District Council has accepted for public notification privately initiated District Plan change request PC029 under clause 25 of the first schedule of the Resource Management Act 1991. Details of the Plan Change are set out below.

PLAN CHANGE PC029

This change seeks to rezone Lot 1 DP 547085 being 104 Townsend Road, Rangiora, from Residential 4B (minimum lot size 5,000m2) to Residential 2 (minimum lot size 600m2) and introduces provisions for a retirement village to be potentially located in this area. The rezoning covers an area of approximately 14 hectares located at Rangiora in an area generally defined by Townsend Road, South Belt, Southbrook Park and the Southbrook Stream.

To enable this, Proposed Private Plan Change PC029 introduces a new Outline Development Plan into the District Plan and amends the associated maps and adds or amends rules within the Waimakariri District Plan.

Any person may make a submission on this private plan change. Submissions must be in writing and in the format prescribed by Form 5 of the Resource Management (Forms, Fees, and Procedure) Regulations 2003 or similar.

PLAN CHANGE PC028

Proposed Private Plan Change 28 seeks to rezone Lots 1 – 3 DP 476847, held in certificates of title CFR 659932, CFR 659933 and CFR 659934. The land is known as 116, 136 and 148 McHughs Road, Mandeville North. The identified plan change amendments seek to retain the existing Rural Zoning of the area comprising the former gravel pit known as 148 McHughs Road, and to rezone 116 and 136 McHughs Road from Rural to Residential 4A.

Waimakariri District Council has accepted for public notification privately initiated District Plan change request 27 under clause 25 of the first schedule of the Resource Management Act 1991.

PLAN CHANGE PC027

Proposed Private Plan Change 27 seeks to rezone part of Lot 1 DP 45826 and part of Lot 3 DP 73557 from Residential 4B (minimum lot size 5000m2 ) to Residential 2 (minimum lot size 600m2 ). The rezoning covers an area of approximately 14 hectares located at Rangiora in an area generally defined by Townsend Road, South Belt, Southbrook Park and Southbrook Stream.

PLAN CHANGE PC026

Proposed Private Plan Change 26 seeks to rezone 198 Lehmans Road (Pt RS 1175) and 100 Oxford Road (Pt RS 1175), Rangiora, from Rural to Residential 2. The rezoning covers an area of approximately 14.9734 hectares located at the corner of Oxford Road and Lehmans Road and generally defined by those roads and the properties located to the west of Brick Kiln Lane.

PLAN CHANGE PC21

Proposed Private Plan Change P021 has been initiated by P and A Bagrie seeking to rezone parts of 494 Bradleys Road (RS2010) and 474 Bradleys Road (Pt RS 2561). The rezoning covers an area of approximately 53.78ha located at Ohoka adjoining Bradleys Road to the west, an un-named and unformed road to the south, farmland to the east and Cust River/Main Drain to the north. The proposed Private Plan Change will rezone the area from Rural to Residential 4A. To enable this Private Plan Change, P021 introduces a new Outline Development Plan to the District Plan, amendments to the associated planning maps and amendments to Chapters 18, 31, and 32.
