Youth Action Plan

The Waimakariri Youth Action Plan (YAP) provides a shared vision for supporting and empowering young people across our district. Developed in partnership with local rangatahi, community organisations, schools, iwi, service providers, and Council. The Plan identifies key priorities and actions that will help ensure young people are connected, supported, and able to thrive.

A key part of developing the Youth Action Plan was the Early Engagement Survey, which invited young people and the wider community to share their views on the opportunities and challenges facing youth in Waimakariri. The survey received a strong response, providing valuable insights into what matters most to rangatahi, including wellbeing, recreation, education, employment, transport, safety, and opportunities to have their voices heard. The high level of engagement demonstrated the community's commitment to creating positive outcomes for young people and helped shape the priorities identified within the Plan.

Following extensive consultation and collaboration, the Waimakariri Youth Action Plan was formally adopted by Council in July 2026. The Plan outlines a three-year programme of actions that will guide Council and community partners in delivering initiatives that respond to the needs and aspirations of local young people.

The Youth Action Plan recognises that supporting rangatahi is a shared responsibility. By working together, we can create a district where young people feel valued, included, and empowered to contribute to their communities. Through the implementation of the Plan, Waimakariri aims to strengthen youth wellbeing, increase opportunities for participation and leadership, and build a more connected and youth-friendly district.

We would like to thank all the young people, organisations, and community members who contributed their ideas and feedback throughout the development of the Youth Action Plan. Your voices have helped shape a plan that reflects the aspirations of Waimakariri's young people and will help guide positive change for years to come.
