Council today will turn our focus to addressing any issues raised and reopening roads.
Locals should continue to expect surface flooding across our road network today and drive accordingly. It's not possible to put signage everywhere, so please exercise caution.
Crews are out fixing potholes and monitoring / inspecting all roads across the district today and into next week. Bridges will also be inspected as the river levels drop.
After the significant amount of rainfall there has been some overflow onto the land at the Rangiora Wastewater Treatment Pond which has made its way into the Cam River. This is treated wastewater that’s been significantly diluted by the rain. We’ve notified the ECan pollution hotline.
The rest of our wastewater network has coped well, given the sheer volume of water it has received from the event but some of the other plants are also getting close to reaching spill level. We expect levels to go down over the coming days.

We are almost at the end of all this rain. The forecast says that the bulk of the rainfall should be done with by about 6 or 7 pm. There will still be a small amount of rain carrying on after that but it should be more in the range of light rain and showers from that point on.
However, people still need to take extreme caution on the roads .
Road Conditions
We are continuing to experience significant rainfall throughout the district which is resulting in widespread surface flooding.
While we aim to install warning signage where we can, the situation remains dynamic and flood flow can change very quickly. It is not possible to sign every road.
With this in mind, residents are encouraged to:
- Travel during daylight hours and avoid travelling at night where possible, as this provides the best visibility of the road ahead
- Drive carefully and to the conditions
- Be prepared to encounter surface water at any time.
In particular there is surface flooding on Flaxton Road near Threlkelds Road due to high flows in No 7 Main Drain. While the river level has peaked, it will take time for the water to start receding and the water levels in the roadside drains to drop.
We are also aware that some residents have expressed concern over Skew Bridge, this has been assessed and there are no safety concerns at this time but we will continue to monitor these throughout the night. Please take extreme care when travelling through these areas.
In addition, High tide is just before 8pm this evening and there is a risk that Waikuku Beach Road may experience surface flooding near Northside Road as a result. We already have pumps operating but as a precaution residents are advised, where possible to head home early and avoid travelling at night.
Welfare Centres
Due to the decrease in severity of the rain event, the civil defence centre set up in the Baptist Church in Rangiora has been closed. If the situation changes over night we will make decisions on a case-by-case basis.

1PM - While the worst of the weather is behind us, we are expecting steady rainfall until later today. MetService has kept an Orange Heavy Rain Warning in place until 6pm tonight.
We have now had over 100mm of rain in Rangiora, with a further 30 to 60mm possible on top of this.
Council's Emergency Operations Centre remains active today monitoring river levels and other issues around the District.
Flows in the Ashley, Cust and Cam rivers are high, but we are not expecting to reach the point where we need to take any action.
There is a significant amount of surface flooding which is affecting our roads and infrastructure. Where our piped networks are under pressure, we have sucker trucks.
State highways remain open but there are a number of road closures and roads affected by surface flooding across our local roading network. We remind you to please drive to the conditions.
Kerbside collections continue and our contractors are pushing on with collections. Where roads are affected by flooding, however, they will return later once they are clear. Please keep your bins out unless advised otherwise.
While we do not feel there is a need for Council organised evacuations, if you feel unsafe, please don’t hesitate to self-evacuate. You may choose friends and family but otherwise we have a Civil Defence welfare centre open at Rangiora Baptist Church.

6.30AM - There's been a lot of rainfall overnight. Hopefully everyone stayed warm and dry!
Rainfall has eased but the MetService Orange Heavy Rain Warning remains in place. The warning notes rain will continue until 6pm tonight. Forecasts show we’ve seen the worst of it already.
Council's Emergency Operations Centre remained active overnight monitoring river levels.
Data for the Ashley and Eyre rivers shows a drop in flow. Flow in the Cust and Cam rivers remains consistent but is unlikely to reach the point where we need to take any action.
Council's stormwater infrastructure managed the rainfall well and there have been no significant issues overnight.
Residents waking up this morning will need to be conscious of the significant amount of surface flooding across our roads. As always, drive to the conditions.

9.30PM -MetService have reconfirmed the Orange Heavy Rain Warning until 6pm on Thursday.
The bad weather has travelled further North, and we can still expect 80 to 100 mm of rain, on top of what has already fallen.

River levels continue to rise and the Council has activated an Emergency Operations Centre who will monitor levels overnight and advise residents if there is any need to evacuate.

MetService has issues an Orange Heavy Rain Warning until 6pm on Thursday.
Expect 120 to 160 mm of rain between 10am Wed, 30 Apr - 6pm Thu, 1 May about the foothills and lesser amounts elsewhere.
Peak rates of 10 to 20 mm/h expected about the foothills. Snow lowering to 700 metres tonight.
There is a moderate chance of upgrading to a Red Warning. Streams and rivers may rise rapidly. Expect surface flooding across our roads and we will be monitoring rivers and waterways.
Please drive to the conditions and remember:
- If it's flooded - forget it!
- Stay home in extremely adverse conditions where possible
- If you need to travel please drive to the conditions
- Most fords remain closed and some individual roads remain closed too
- Drivers should expect surface flooding and drive slowly and cautiously
- Clean out gutters and drains

MetService has issued a Heavy Rain Watch for Christchurch and the Canterbury Plains.
At present, we are forecast to receive approximately 100mm of rain over the 48-hour period.
Council staff will this week be clearing drains and checking our storm water networks ahead of the rain.
Expect surface flooding across our roads and we will be monitoring rivers and waterways.
Please drive to the conditions. Please remember:
- If it's flooded - forget it!
