This project is part of the Council’s expansion of its elderly housing service and will deliver 20 affordable one-bedroom homes on the northern section of the site.
The development will be carried out in two stages, with stage one scheduled to begin in mid-July. Initial works will include site excavation and the installation of wastewater pipelines.
One of Council’s community outcomes is that housing is available to match the changing needs and aspirations of our community.
Our community is getting older and there are limited housing options for elderly people on low incomes. This project responds to that need by providing 20 safe, comfortable, and supportive one-bedroom homes for older residents. The homes are designed to enhance the quality of life for our seniors while complementing the character of the surrounding neighbourhood.
Funding has been secured from Tūāpapa Kura Kāinga — Ministry of Housing and Urban Development (HUD). Additional costs will be covered by equity from the sale of some community houses and debt serviced by rental income.
Council consulted with the nearby community in April 2025, before reporting back to the Council’s Property Working Group. The working group approved the concept, and a resource consent was granted in early July.
The development will maintain the aesthetic and environmental integrity of the neighbourhood. The facilities are designed to blend harmoniously with the existing surroundings.
Construction will include site prep, foundation laying, building, landscaping and concreting. We expect the project to be completed in early 2026. All efforts will be made to ensure it doesn’t affect you or your use of the neighbourhood. Contractors will be working on site between the hours of 7.30am – 6.00pm
General Impacts:
- Safety: Construction activity will take place on the northern section of the site at 28 Courtenay Drive. The southern section will remain accessible to the community. Please note that access to the construction area is strictly prohibited.
- Noise and dirt: Construction can be noisy and disruptive, but please bear with us. We are committed to minimising the impact on your home or business as much as possible. Your cooperation and patience are greatly appreciated and will help us complete the work efficiently. All construction activities will take place during the stated hours on weekdays only, to reduce disruption to the wider community.
- Essential services: There will be no planned disruption to your water, wastewater, telephone or power services.
- Traffic management: If traffic management is required, we will notify you by email in advance of any significant planned disruptions.
