Memorandum of Agreement Marks Next Step for Abbeyfield housing in Waimakariri

Waimakariri District Council and Abbeyfield Waimakariri Inc have formalised a partnership to deliver affordable housing for older residents through the recent signing of a Memorandum of Agreement (MOA).

This agreement signals a shared commitment to progressing plans for a multi-studio house on Kingsbury Avenue in Rangiora.

Mayor Dan Gordon says the signing of the MOA is a milestone for our community.

“From the first time I visited an Abbeyfield home, I knew this was a model I wanted to see established in Waimakariri. It provides affordable housing while giving older people the independence, companionship and sense of community that are so important.

“I was proud to be at the signing of the Memorandum of Understanding. Seeing this partnership formalised is an exciting milestone. I look forward to continuing to support Abbeyfield Waimakariri as we work together to bring this opportunity to older people in our district,” Mayor Gordon says.

Abbeyfield houses have a proven model of community living, designed to support older people to live independently while enjoying companionship and connection.

With 16 houses already operating across New Zealand, they provide homes for nearly 200 residents, offering a balance of private space and shared living.

The need for this type of housing continues to grow as many older New Zealanders face increasing challenges around isolation, loneliness, and housing affordability.

The Rangiora development will offer affordable accommodation for older people, with rent designed to be accessible for those living on superannuation. Residents will benefit from shared meals, social connection, and a supportive environment that promotes wellbeing and independence.

Waimakariri Council Property Portfolio Holder and Deputy Mayor Philip Redmond says this collaboration represents more than just a housing development.

“It reflects a shared vision of Council and Abbeyfield for supporting people to age well, stay connected, and remain active members of our community.

“We have built a strong relationship with Abbeyfield Waimakariri, and Council is proud to support the outstanding work being done by their volunteers and supporters.”

Chair of Abbeyfield Waimakariri Inc, Valda Reveley, says the project is entering an exciting phase.

“Abbeyfield New Zealand and Abbeyfield Waimakariri are excited to be working together on this development which will provide affordable housing for 14 older people.

The need for suitable housing for older people is growing rapidly, both in Waimakariri and across Canterbury. Many older people want to remain in the communities they know and love, close to friends, whānau, and support networks, but are facing limited, unsuitable, or unaffordable housing options.

Our focus is on responding to the clear and growing need, while working constructively alongside the wider community to achieve an outcome that reflects local values and supports older people, now and into the future.”
