Roadworks on Kingsbury Avenue and White Street began 11 August, with lane closures, detours, and restricted property access during work hours.
Stage 3
| What? | Stage 3 of the Ayers Street Water Treatment Plant to East Belt Supply Main Project. |
| Why? | To support growth and improve water supply capacity to the northern and eastern areas of Rangiora. |
| Where? | Stage 3 will require the closure of the Kingsbury Avenue/King Street roundabout to facilitate the connection of the new main supply to the existing water main along King Street. The existing roundabout and pavement will be upgraded during this period. |
| When? | Stage 3 works will begin on Tuesday, 28 October, for 2–3 weeks. |

While we’ll do our best to minimise disruption during Stage 4, there will still be some impacts to be aware of:
- Kingsbury Avenue / King Street Roundabout Closure
A full closure of this roundabout is necessary to make the new connections to the existing water main running along King Street. We understand this may cause some disruption and will make every effort to minimise noise and vibration. Your patience and understanding are greatly appreciated.
- Property Access
- Full access will be maintained outside of work hours (6pm–7.30 am)
- During work hours, access may be affected residents will be notified in advance.
- Emergency access will always be available.
- Temporary pedestrian detours will be in place.
- Bin Collection
Bin Collection will be as usual, please place bins kerb site for collection. - Bus Routes
There will be changes to bus routes, with temporary bus stops and route adjustments clearly signposted. Detour maps are provided below.

28 August - Stage 2

Where? | Stage 2 works will occur at two different locations concurrently. One crew will begin on the southbound lane of Ashley Street at the intersection with Kingsbury Avenue making their way through Wales Street towards East Belt. While a second crew will work on the southern lane on Kingsbury Avenue from the Enverton Drive, King Street and Kingsbury Avenue roundabout towards the Ashley Street Intersection. |
When? | Stage 2 works will run from 8 September through to the end of November, with normal hours of 7.30am to 6pm, Monday to Friday. Saturday and night works may be carried out if required. Further stages will follow with advance notice. To reduce disruption outside Rangiora High School, work on the Wales Street section will take place during the school holidays from 20 September to 5 October. |

While we’ll do our best to minimise disruption during Stage 2, there will still be some traffic impacts that you should be aware of:
- Good Street Closure
Good Street will be closed south of Kingsbury Avenue while work is undertaken in this area. Detours will be signposted. - Wales Street (Ashley Street to Edward Street) and Edward Street (North of Wales Street) Closure
These streets will be closed while work is undertaken in this area with resident-only access. Detours signposted. - Kingsbury Avenue (Enverton Drive/King Street/Kingsbury Avenue Roundabout to Ashley Street) and Wales Street (Edward Street to East Belt) Lane Closure
Kingsbury Avenue (Enverton Drive/King Street/Kingsbury Avenue roundabout to Ashley Street) and Wales Street (Edward Street to East Belt) will be reduced to one eastbound lane while work is undertaken in this area. Parking will remain available on the north side (even-numbered houses). - Property Access
- While there will still be full access outside work hours (6pm–7.30am). During work hours, access to odd-numbered properties (south side) on Kingsbury Avenue and Wales Street (Edward Street to East Belt) may be restricted as well as all properties on Edward Street (north of Wales Street) and Wales Street (Ashley Street to Edward Street) while work is undertaken. Affected residents will be notified prior.
- Emergency access is always available if required.
- Property Entry/Exit on Streets with a Lane Closure, Kingsbury Avenue (Enverton Drive/King Street/Kingsbury Avenue Roundabout to Ashley Street) and Wales Street (Edward Street to East Belt)
- South side of Kingsbury Avenue and Wales Street (odd-numbered): Exit right turn only. Please cross the road at your property use the north-side footpath as well. North side (even numbered): Exit left turn only.
- All entry via the Enverton Drive/King Street/Kingsbury Avenue roundabout for Kingsbury Avenue residents and Edward Street for Wales Street residents.
- Noise and Vibration
Some expected during construction. We’ll minimise where possible. - Night Works
May be required to cross East Belt, Edward Street, and Ashley Street. Residents will be advised of dates closer to the time if required. - Pedestrian Access
- Footpaths closed: south side of Kingsbury Avenue and Wales Street, east side of Ashley Street, west side of Edward Street (between Wales Street sections) while work is undertaken in these areas.
- Bin Collection
Kingsbury Avenue (Enverton Drive/King Street/Kingsbury Avenue roundabout to Ashley Street) and
Wales Street (Edward Street to East Belt) residents should place bins on the north side (even numbered). If not possible, let us know and we’ll help. We will coordinate directly with residents on Wales Street (Ashley Street to
Edward Street) and Edward Street (north of Wales Street).

Why? | To support growth and improve water supply capacity to the northern and eastern areas of Rangiora. |
Where? | Stage 1 works will begin in the southern lane at the intersection of White Street and Kingsbury Avenue, heading east toward the Enverton Drive / King Street / Kingsbury Avenue roundabout. Subsequent stages will continue east toward Ashley Street, then through Wales Street and on to East Belt. |
When? | Stage 1 works are scheduled from 11 August through to the end of September, with normal working hours from 7.30am to 6pm, Monday to Friday. With Saturday work as required. Further stages will follow, with residents notified in advance. |

While we’ll do our best to minimise disruption, there will be some traffic impacts and important details to be aware of:
- Restricted Access on 11 August: A milling machine will be operating in the work area on 11 August. During this time, there may be short periods (10–15 minutes) where access to properties is temporarily restricted. Access will be restored as quickly as possible so please be patient.
- White Street Closure: White Street will be closed south of the Kingsbury Avenue intersection. Detours will be in place. Closure in place for 1-2 weeks from 11 August.
- Kingsbury Avenue Lane Closure: Kingsbury Avenue will be reduced to one eastbound lane. Detours will be in place. Street parking will remain available on the north side (even-numbered properties) along the work area.
- Property Access: Full access to all properties will be maintained outside of working hours (6pm–7.30am). During work hours, access to properties on the south side (odd-numbered) may be restricted. If this affects your property, we’ll provide at least 2 days’ notice. Emergency access will always be available.
- When Entering or Exiting Your Property:
- South side (odd numbered): Vehicles can only turn right when exiting.
- North side (even numbered): Vehicles can only turn left when exiting.
- Entry to all properties will be from the White Street end only.
- Noise and Vibration: Some noise and vibration are expected during construction. We’ll work to keep this to a minimum.
- Pedestrian Access: Pedestrian access will remain unaffected throughout Stage 1 works.
- Bus Stop Changes: Minor adjustments to bus routes and stop locations will be required. Please refer to the Bus Detour diagram below for details.
- Bins: On collection days, please place your bins on the north side of Kingsbury Avenue (even-numbered side). If you’re unable to do so, let us know and we’ll assist.
