Last year the Council, after consulting with our community, adopted the 2018-2028 Long Term Plan (LTP). Now that we are in the second year of the LTP, there are additional matters about which we want to hear your thoughts.

The Council is seeking your views on its draft 2019/20 Annual Plan.

The Annual Plan describes the activities of Council and provides a basis for accountability of those activities to the community. The Annual Plan builds on the decisions included in the Long Term Plan 2018-2028 (LTP), which set out the Council’s plan for that ten year period.

Top priorities

Council’s top priorities for 2019/20 were signalled in the LTP and this year’s draft Annual Plan continues to giving effect to them. They include:

  • Substantially completing the last of the earthquake infrastructure repairs, advancing regeneration projects and the Kaiapoi riverbanks enhancement
  • Constructing the $27.85 million multi-use sports stadium, which is due for completion in late 2020
  • Introducing the ‘opt-in’ kerbside collection service that will commence from 1 July 2019
  • Implementing the recommendations from the Waimakariri Zone Committee to improve the District’s waterways and supporting indigenous flora and fauna
  • Reviewing the District Plan enabling the Council to commence consultation with the community about the policies, objectives and rules that need to be included in the revised District Plan. This will help shape how the District develops in the future.
Rates Increase

Our projected average rate increase, excluding the ‘opt-in’ kerbside refuse collection service, is 4.5%. That compares to 4.3% signalled in last year’s LTP.

Rate increases for individual properties across the District will vary depending on the services received by the property and the extent of new upgrades needed to water, sewer or drainage systems in those areas. Accordingly, some properties’ rate increase will be more than 4.5% and for others it will be less.

Consultation Issues for 2019/20

While the priorities noted above were confirmed during the LTP, the Council is keen to hear the community’s views on the following proposals:

  • Funding ultra-violet (UV) treatment of water supplies
  • Implementing the Waimakariri Water Zone Plan Addendum (ZIPA)
  • Developing tennis courts in Coldstream Road, Rangiora in partnership with local clubs
  • Investigating the provision of ‘park and ride’ facilities
  • Considering Council’s vision for a sustainability strategy, and Council’s leadership role.

We are interested in receiving your views, particular on the five key consultation issues that have been presented in this Consultation Document.
