Commercial and Industrial Zones

This topic looks at the current District Plan predominantly zoning business areas for either commercial (Business 1 Zone) or industrial (Business 2 Zone) activities. There are also small shopping areas (Business 4 Zone) and zones for site-specific activities (Business 3, 5 and 6 Zones). Retail and office activities are primarily directed to town centres (Business 1 Zone) to support the continued function and viability of our key community hubs.

Key Issues:

  • Rangiora, and to a lesser extent Kaiapoi, have experienced pressure to establish core town centre activities, such as small-scale retailing, in their industrial zones. This can undermine the importance and efficient functioning of town centres and affect the establishment of new industrial activities in dedicated industrial zones and how effectively these function
  • Some existing local shopping centres are residentially zoned, whereas commercial zoning would better support their continued activities. Likewise, future mixed-use business areas in the Kaiapoi Regeneration Areas (former Red Zone land) are currently residentially zoned – bespoke mixed-use business zoning would better provide for intended activities
  • Trade-based and yard-based activities are currently directed to town centres. However, these areas can be better utilised for more intensive commercial activities. The District’s business areas also need to accommodate ‘space hungry’ Large Format Retail (LFR) activities. Currently, there is no clear direction on where these activities should locate
  • Many of these issues were consulted on during the development of the District Development Strategy (DDS). Protection of town centres, rezoning the Kaiapoi Regeneration Areas, the provision of LFR, and the extension of the Business 1 Zone in the Rangiora town centre were all generally supported by the community.

What We’re Thinking:

  • All the commercial and industrial zones will be renamed to align with the draft new National Planning Standards
  • Rezonings are proposed so that all existing local shopping centres have a Neighbourhood Commercial Zoning
  • The extent of the Rangiora and Pegasus Business 1 Zones will have minor changes corresponding to identified changes in business demand
  • Change the height limit in the Rangiora and Kaiapoi Town Centre Zones from 12m to 15m to enable five-storey buildings and thereby provide additional capacity within these town centres
  • A minimum set of requirements is proposed for new residential units in Commercial Zones to ensure that future occupants have an acceptable level of amenity. These requirements relate to the minimum size of units, the provision of outdoor living and storage space and acoustic insulation for bedrooms for residential and traveller accommodation
  • It is proposed that trade-based and yard-based retailing, gyms and indoor sports centres are enabled in Industrial Zones Enabling LFR in specific localities, e.g., parts of North Woodend and Kaiapoi (in addition to our town centres)
  • Creating a new mixed-use business zone for the Kaiapoi Regeneration Areas
  • A 3m building setback is proposed in Commercial Zones from internal boundaries with Residential and Open Space Zones. This is an increase from the current District Plan approach of not requiring any setbacks
  • Spaces between industrial buildings and the road will include a minimum 2m deep landscape strip, with a minimum of 1 tree per 10m of frontage.

Business Activities in Rural and Residential Zones

This topic looks at how we manage commercial and industrial activities in residential and rural zones.

Key Issues:

  • In previous consultations we heard that we need to manage some activities in our residential and rural zones more carefully so that the amenity and function of those areas are protected – this includes the scale and nature of some business activities that aren’t compatible with a rural or residential environment
  • People said they need clarity about what activities can occur in a particular zone for people who live and work there
  • We also heard that people who are contemplating business in either of these zones need clearer guidance
  • Business activities located outside commercial and industrial zones can affect the viability of town-based business zones and can increase the need for vehicle trips, especially in the rural zone
  • Some businesses improve the function and vibrancy of rural and residential areas and need to be provided for, such as dairies and rural contractors.

What We’re Thinking:

  • Introduce more specific provisions detailing what business activities are permitted in rural and residential zones, what sort of activities need a resource consent, and identify those not expected to locate there
  • Provide for home occupations, i.e., running a business from home, within defined standards
  • Provide only for businesses (apart from home occupations) that have a rural basis and/or a strong need to be in a rural location
  • Define clear standards that set out matters such as the size, scale and location activities must meet if they are to be permitted.
