Background to the Bylaw
The Waimakariri District Council has adopted a Solid Waste Bylaw in order to:
- Meet key objectives within its Waste Management Plan
- Implement the requirements of the Waste Minimisation Act 2008
- Meet relevant targets within the New Zealand Waste Strategy, and
- Ensure that waste management in the District is undertaken in a safe, effective and efficient manner, without causing nuisance.
The Council determined that a bylaw was the most appropriate way to impose reasonable, appropriate and enforceable performance standards and requirements that are applicable to waste collection, transportation, disposal and treatment services.
The bylaw provides information to the public, businesses and waste operators. It sets clear guidelines regarding waste management, and specifies the offences and penalties for breaches of the bylaw.
The bylaw requires Waste Operators and Waste Facilities to hold a Waste Licence with the Council in order to operate within the District, and to report to the Council on the quantity of waste they handle, four times a year.
