There are a number of steps involved with the preparation and processing of a plan change.

Steps involved in Lodging a District Plan Change

The steps involved after any pre-application discussions and lodgement with the Council are:

  1. Plan change is assessed. Further information requirements considered, reports commissioned if necessary
  2. Modification of plan change, with the applicant's permission, if appropriate
  3. Decision made to adopt, accept, or reject the request, or process as a resource consent
  4. Plan change notified, if adopted or accepted, allowing submissions and further submissions to be made by the public
  5. Hearing convened to consider the plan change and submissions, followed by a written decision
  6. The decision of the Council can be appealed to the Environment Court.
