Kaiapoi West infrastructure rebuild project

These works involve replacing the damaged infrastructure in Hilton Street, Black Street, Raven Quay, Rich Street and Peraki Street (between Hilton and Fuller Streets). Read more about the Kaiapoi West Infrastructure Rebuild Project.

Revised streetscape plans

In August 2011 approximately 1000 properties in Kaiapoi and Pines Beach-Kairaki were zoned red by the Canterbury Earthquake Recovery Authority (CERA). The rezoning of the land means that existing road access options and proposed street designs may no longer be appropriate.

The streetscape plans for Kaiapoi West  and Pines Beach-Kairaki were revised and released for consultation in September 2012. The streetscape plans for the majority of the Kaiapoi East area and Kaiapoi South will be revised when more is known about the future of the red zoned land.

The plans for Kaiapoi West and Pines Beach-Kairaki were approved by the Kaiapoi Community Board on 19 November 2012. The revised streetscape plans or updates are shown below:

What happened prior to the red zoning?

Following the September 2010 earthquake, the Waimakariri District Council undertook assessments of the damage within road reserves and redesigned the streets that required rebuilding in consultation with the community.

By April 2011 funding for the rebuild of the roads had been secured through New Zealand Transport Agency and existing Council budgets.

In May 2011 streetscape plans were released for each of the four residential recovery areas and these were widely supported by the community.
