Background
The new Local Government Act 2002 introduced the requirement
that councils must at all times have a Long Term Council Community
Plan (LTCCP).
The 2004 - 2014 LTCCP was a "transitional plan". This 2006
- 2016 plan is the first LTCCP to be audited under the LGA
2002 and is intended to be a comprehensive statement of the
Councils intentions for the next 10 years.
What is a Long Term Council Community Plan (LTCCP)?
A LTCCP:
Describes Community Outcomes for the District
Describes the activities of the Council
Sets out a long term focus for the decisions and activities
of the Council
Provides for integrated decision making and co-ordination of
Council resources
Provides a basis for accountability of the Council to the community
The Adopted 2006-2016 LTCCP
has been produced in three volumes as follows:
| Volume A: Community Outcomes |

This volume focuses on Community Outcomes.
It explains how Outcomes were identified, how Council works
with other organisations and groups in the community, and
how progress toward achievement of Outcomes is measured.

| This volume sets out the Councils contribution
to Community Outcomes by groups of activities. Performance
measures, financial information, rates examples, and key
assumptions and risks
underlying the plan and are all highlighted.

This volume contains information about
the Councils policies. Included is the revised Development
Contributions
Policy, Revenue & Financing Policy, and a schedule
of proposed changes to fees and charges.

The Council has adopted some amendments to that Long Term
Council Community Plan alongside the adoption of the Annual
Plan 2007/8. In particular, there have been changes to the
Development Contributions Policy, the Rates Postponement Policy
and the definition of ‘Separately Used or inhabited Parts
of a Rating Unit’. These changes are detailed in the
Appendices to the Annual Plan 2007/8.
In addition on 4 September
2007, the Council resolved to amend the Long Term Council
Community Plan 2006-2016 to indicate its intention to sell
the Council's
interest in five farm properties situated in Mid Canterbury.
