Background to the Bylaw and Reasons for the Proposal:

The bylaw is to clarify and document the
responsibilities of the Council and all affected parties,
such as consumers, land-owners, and contractors relating
to matters such as:

- Conditions of discharge
- Continuity of service
- Maintenance and repairs
- Access to the network
- Prevention of damage
- Offences and penalties

Currently no bylaw relating to wastewater exists with
the Waimakariri District. The bylaw has been determined
to be the most appropriate mechanism to control the discharge
of wastewater within the Waimakariri District for the following
reason:

- It is a legal document that will clarify and document
the responsibilities of the Council and all affected
parties relating to wastewater in the Waimakariri District
|

- It enables matters specific to the Waimakariri District
to be incorporated into a legislative framework
|
| |
- It provides an open and transparent process for the
community to provide input into the preparation and adoption
of the rules that will be applied
|
